For inbound travelers from China flying to the U.S., it is crucial to comprehend the new pre-departure criteria and COVID-19 testing requirements in order to ensure a simple and hassle-free trip. Governments have adopted stringent measures to stop the spread of COVID-19 due to the ongoing worldwide epidemic. Hence, it is crucial to stay up to date on the precise regulations specified by the Chinese government in order to comply and prevent any travel problems.

Knowing the most recent pre-travel regulations about RT-PCR testing issued by the CDC also enables travelers to make appropriate plans and complete the required tests within the specified period of time, avoiding last-minute hurries or unexpected issues. By reducing the chance of bringing the virus into the country and spreading it, travelers help to ensure the safety of the public’s health. Additionally, following these rules can help people avoid sanctions like extra testing, quarantine, or fines.

Latest pre-travel requirements for outbound China passengers

On March 10, 2023, the Order titled “Requirements for Negative Pre-Departure COVID-19 Test Result or Documentation of Recovery from COVID-19 for Aircraft Passengers Travelling to the United States from the People’s Republic of China” was revoked by the Centres for Disease Control and Prevention (CDC) within the Department of Health and Human Services (HHS).

This revocation is scheduled to be released in the Federal Register and will apply to aircraft arriving in the United States from the Republic of China, Macau, Hong Kong, and other Designated Airports at or after 3:00 pm ET (8:00 pm GMT) on March 10, 2023.

As a result, beginning March 10, 2023, at 3 p.m. ET, travelers will no longer be required to get tested for COVID-19 and present a negative test result or proof of COVID-19 recovery before boarding a flight to the United States from the People’s Republic of China, Hong Kong, or Macau, or through a Designated Airport.

Designated airports include:-

  • Vancouver International Airport (YVR) in Canada
  • Toronto Pearson International Airport (YYZ) in Canada
  • Incheon International Airport (ICN) in Seoul, Republic of Korea

Designated aircraft include:-

  • Any flight departing from PRC including special administrative regions of Macau and Hong Kong
  • Any flight departing from a designated airport if the traveler had been in PRC within the previous 10 days before flying to the U.S.

Why are pre-travel testing regulations issued in the 2021 Order getting revoked by the CDC?

Concerns over an increase in COVID-19 instances in the PRC led to the issuance of the previous order which entailed mandatorily providing negative RT-PCR testing results. At the time, there were major data and information gaps about cases, hospitalizations, and deaths, and it was not known that mitigating techniques were widely used in the PRC (Population Research Center). Because of the increasing number of cases in the PRC and the gaps in knowledge on the status of COVID-19 in the PRC, CDC came to the conclusion that the 2021 pre-travel order was a reasonable and essential action.

The COVID-19 increase that the PRC had experienced has decreased to a baseline level, according to the most recent epidemiologic statistics that are currently accessible through worldwide databases and modeling findings. Data from the World Health Organisation show that the number of cases peaked on December 23, 2022, at 7 million instances per day. Thereafter, the number of cases had decreased by 99% by January 24, 2023, and had leveled down at about 20,000 cases per day from January 24 through February 21, 2023. Additionally, as of right now, no variations of concern have been detected as coming from the PRC, hence the recession of the 2021 order has been issued.
